Synopsis:

The film examines how American leaders have responded to reports of genocide and civilian massacres since the fall of the Soviet Union. From Kuwait to Bosnia, Rwanda to Kosovo, Libya and Syria, we hear leaders and advisers reflect on their decisions.

 

Dror Moreh attempts to understand the failures of America and the UN to prevent genocidal crimes in the various post- Cold War conflicts.
